Unregistered Sim?

I just moved from Canada to France, and before I left, I bought an unlocked Rogers Motorola phone, as well as a France Sim card (called a "Carte Orange") When I got here, I removed the Rogers Sim card, and replaced it with the Carte Orange. I followed the first instruction in the booklet (saying I need to make a 'PIN' for my phone, which I did), but the next instruction just says to make a call in order for the phone to be activated, but it won't let me call anywhere. It just says 'Unregistered SIM" on the phone. I tried fiddling with the network connection, but that didn't do anything either. Does anyone have any idea what the problem might be, or how to fix it?
