OK, thanks for explanation but I still think that incoming rates in the USA are too high anyway.

As to the "YM is basicly is a Roaming Pre paid Card", you mean that YM is "designed" to be a mainly card for US users traveling abroad, right? Didn't you think that with lower US rates it might be attractive to non-US users who want to roam in the USA?
