3G on 2100MHz is mostly used in cities and towns, also in areas popular among tourists. None of the operators provides nationwide coverage using this frequency and standard. When travelling on a train you will probably notice a patchy coverage - very good in urban areas and very poor or most likely none in rural areas. Normally 3G 900MHz is used in rural areas.
Perhaps a good idea could be to buy any cheap mobile phone supporting GSM 900MHz when you arrive in Poland. Brand new ones can be found for around 30$. Those are very basic ones, however will provide you full nationwide coverage. Please note that these cheap phones suport only GSM (2G), not UMTS (3G).

Regarding the offers - it always depends on what you really need (data, calls to PL, US, anywhere else), for how long, if you can spend some efforts to get some less popular sims or not.
