Viettel Vietnam

Hi,
does anybody know if Viettel Vietnam offers international roaming for prepaid customers (I would like to receive SMS while in Germany)?
I found different informations and am not able to understand the official website Viettel.vn
Please help me!

It appears that prepaid roaming is possible. One can register by SMS or calling "*098*1*10*1#". The minimum account balance to activate is 200K dong (€7.07).

I don't read Vietnamese. I just used Google Translate.
