Yes, If your bank cards are not accepted by Ukrainian online payment systems, I can recharge any Ukrainian mobile phone for free. You just send on my moneybookers.com account required amount in EUR (don't use "Escrow" option), and during 30 minutes I top-up your sim card in UAH. Exchange rate EUR/UAH: xe.com.
Only fee for this service is 1,80 EUR per payment (I need to pay it to moneybookers to withdraw money).

Also you can send banknotes by post in an envelope (on your risk) in most acceptable currencies.

Another option for payment is SWIFT bank transfer. Fee for this service is 1% (min. 1 EUR). Conversion EUR/UAH according commercial rate of PrivatBank, Ukraine.

Which Ukrainian provides has best flat rate in prepaid? How much the card cost and how much is usable of the balance?

I don't want to buy in advance - I'll buy there. Just asking.
