Upcoming rules changes to EU roaming - SIM to receive free calls abroad? -

I don't know much about these 'international' SIM-s but with upcoming changes to EU roaming; or even before the changes; phone companies may go ahead with their products and introduce them before the rule forces them to do so...
I am looking for international SIM with free call receiving, mostly around Europe (other regions are a bonus). I don't know if it exists yet, or better to ask 6 months later? |

Yes all EU careers will have free roaming from December 2015
