I caught this article today which was targeting primarily Filipinos serving on ships. I wasn't sure whether or not the Maritime deal would be helpful to others but I posted it up there for discussion:

Also, landlocked countries might not be available.
Tough luck Paraguay, Switerland, Slovakia!
Then again maybe the Rhine and the Danube have Filipino seafarers on them.

The Filipino carriers have long had good rates for texting back home while abroad. It was easy to activate. You just had to send a text to a service number before you left the Philippines.
