Set up fees? Wind Italy

Per http://www.prepaidgsm.net/en/italia/wind.html Super Senza Scatto and all the Wind plans charge a set up fee for all calls. At least that is how I understand the website. Is it correct that such a charge exists or is the cost for this plan € ,17 per minute, period?
