Discrimination against place of residence is also covered, and I've checked that this does cause the legislation to apply to payment methods. While a mobile network could lawfully discriminate for postpaid contracts by place of residence (because it is providing a credit line), it could not lawfully discriminate for prepaid SIM cards.
