well, €1.60 per GB isn't really the lowest prepaid rate for Germany, if you are a bit more creative (as I know you are from your previous threads.....).

If you want to stick to o2/Telefónica network you can get Ortel's router offer, take out the SIM card and resell the router as hardware on eBay.
It's a Wistron WNC WLD71-T1 LTE Router. You'll have to pay €70 for the router including 40GB for the first month. The router you can resell and the SIM contains 40GB per month for €30. This is the only LTE prepaid offer in Germany below the €1 per GB mark at the moment.

You can even beat these prices, if you go shopping in other EU countries. Italy for instance has very good prepaid rates and a FUP is often not enforced. So Telekom and o2 networks in Germany are accessible for less than €0.50/GB with WindTre or €1/GB with TIM in larger packages. Similar to some Spanish providers like Simyo, Llamaya and Rep. Móvil that all sell domestic data at €1/GB or below in 20+GB packages without any EU FUP so far. All these Orange MVNOs are roaming on Telekom's and on o2's LTE network in Germany. You'll get quite high speeds esp. on Telekom LTE, but a bit longer latency because of roaming.
