Hello,
here a (short) update on prepaid in Estonia.
There are now four (4) networks available:
- Tele 2 (GSM / 3G): Tele2 - Eraklient
- EMT (GSM / 3G): Parima kvaliteediga kõned - emt.ee
- Elisa (GSM / 3G): Elisa
- Tallinn 3G (3G): tm3g.ee

Tallinn 3G has network code 24806 and is around Tallinn available

All 4 do have prepaid offers. For the "big 3" you may get Sim-cards almost at every "Kiosk".

To get a Tallinn 3G (double) SIM is a little more tricky. One shop you may get one is at Rävala Pst at the corner with Kaubamaja.

Prices for Sim-cards:
They are 19 or 50 kr (Tele 2), 50 kr (Simpel-EMT), 25 kr (Elisa) or 56 kr (2x Tallinn 3G. Except Tallinn 3G that's the credit, you get.

Top up vouchers:
Very sad at R-Kiosks they sell the nowadays usual print-out vouchers. At every other Kiosk you will get scratch vouchers The smallest vouchers are: 45 kr Tele 2, 50 kr Elisa, 100 kr Simpel and 156 kr Tallinn 3G).
To top up there are USSD codes for Elisa (*135*Code#), Tele 2 (*147*Code#) or Tallinn 3G (*102*Code#) available.

Validity:
The Sim-cards from the "big 3" do have a validity of 6 months after recharging / buying. After that, there is one month you may recharge it and after that, the Sim get's deactivated.
The vouchers (unused) never expire (Elisa, Tallinn 3G), in around 5 years (Tele 2) or in around 1,5 years (Simpel).

Roaming:
With Tele 2 and Elisa there is instant automatic roaming. Not so with Simpel. Here you do have to activate it with USSD-code *148# inside Estonia. The sad thing is, that the manual from Simpel is not available in English and the Customer Care Service is not willing to activate roaming manually. Tallinn 3G does not seem to roam.

Credit check:
Even by USSD-code a credit check get's charged! The codes are *245# (Tele 2), *143# (Simpel) or *135#. The code for Tallinn 3G is not known.

Other Simcards:
There is a wide range of other Simcards at the Kiosk available. But be aware: Some - like Zorro (www.zorro.ee) - do not offer roaming at all!
