I agree that maybe not many users from the U.S. roam intl. However, most of those that do would tend to be heavy users both home and abroad.
Overseas that is very common. I remember one trip taking train from Brussels to Amsterdam, it was like riding a commuter train here. People getting on and off at every stop. No border inspections. In fact the border crossings in much of Europe have virtually disappeared.
The only barriers that still remain are those put up by cel carriers. As soon as you cross a border you are paying many times your "normal" rate.

My Plan -[6 lines] U.S. T-Mobile unlimited minutes (incoming and outgoing), unlimited text, fast data on each line. that $145/mo. total! . (In U.S. no surcharge for calling a cell.) If a line exceeds 2G of data in a month, pay $10 more for that line. [That only happens a couple times/year.
