I saw that offer also.
Here a reply from the seller to my Ebay questions:
"For rates you need to tell me which country you will be in, and which country you will be calling. Top-ups are by credit-card on the web.
If you buy, you get two numbers with the SIM: GB (+44) (voice and free international call diversion), and FL (+423) (voice, sms and outgoing CLI).
No charge to receive calls on either number."
Voice from BOTH +44 and +423? How does that work? The SIM chooses based on the country of origin -- if in UK then +44, else +423? Only my guess.
