yes, make sure that you activate the french and US profile on the SIM (via the website). french profile for cheaper rates and US profile for a US phone number to get easier reachable from home.
Toggle offers 2 GB for 10 GBP in UK, but as you dont want to use tethering you might buy some other UK data SIMs in addition.
