IF you are in the U.S. and want to call anywhere - the best option is to use Google Voice, especially if you are calling from a cell phone. With an Android phone, you can download a GV app that makes routing a call via GV as easily as dialing directly. I think you can use GV from a landline as well.
Rates to Egypt are high. It is the only country I know where it is more xpensive to call a landline (13 cents/min) than a cell (11 cents/min.)
You would need to get yourself a GV number (free) and if you want to call outside the U.S. or Canada - deposit some money in your Google Acct.

As to your question about calling from Egypt - wouldn't know the answer. If on wifi you could use Skype.
Make use of T-M's UMA/wifi free calling from any place in the world with access to wifi. I use an LG G6, wife an S7)
