Hy, I have a problem with a USB modem from O2 that my mother joust bought with 50€ from a shop in Germany, it can't connect to the internet and I do not know why

... I'm from Romania and I don't know how are the internet connections there, how they are provide by the O2 T-mobile or others...can't any one help me please with some ideeas what can she do to get on the web??
