Intriguing that the Blue Q51 is showing a 3g icon. Specs I see are it's just a dual sim quad band GSM phone, but it's entirely possible one or both of the sim slots have an upgraded radio for 3G (my android Blu Rave phone has 3g on one slot but not the other).
T-Mobile does have 3g frequencies, but they are mostly in the 1700 or 2100 mhz bands probably not covered by your handset...however there is some limited 3G cover on the 850 (through roaming agreements; particularly with AT&T) and 1900 mhz (T-Mobile equipment)...you may be in one of the lucky areas. As for Canada data rates...it's a bit pricey but may be OK for very light WAP browsing or email access on the handset(used to do that in Canada on Fido Prepaid with a Moto Razr). If you are planning to tether to a computer or do video streaming suggest getting a Canadian prepaid sim chip like Fido and add on one of their short term data passes:
