Moving to Roma - Need advice. -

Hey everyone,
I'm moving to Rome in September, for 6 months to a year, and wanted to buy an unlocked smartphone beforehand.
Once I arrive in Italy, I was going to buy a prepaid SIM card. (I have dual citizenship and my codice fiscale)
I have a few questions.
If I understand correctly, I can just purchase a £10 SIM card and then add an unlimited data plan?
Who has the best customer service and phone features out of WIND, TIM, CoopVoce and 3?
Will I be able to use Skype's video chat, through a front facing camera on the smartphone, with family back in the US? Or is Skype somehow blocked?
Can I also use Skype's international calling feature to call friends/family at home?
Any help is appreciated. Thank you!
