I have checked for you, the T&C of Orange Free na Kartę located here: http://www.orange.pl/binaries-http/P...4006106175.pdf don't mention anything about VoIP. Also I have found some reports that VoIP is working with this offer on a Polish forum.

I cannot guarantee it is not prohibited somewhere else in the General T&C, though.
