There are certain features (like currently "Super Summer Ricarica") that are free with new SIM card, while have a fee if not but what is considered "new"?

In the Wind Italy FAQ when "Call Your Country Option" option is explained it's implied that it's within "24 hours from the activation of the sim card". Is it official info or just someone's experience?

And even more importantly, since it took almost 40 hours after the purchase for my wife's SIM to actually start working, what moment does the clock start ticking? The purchase? Activation SMS? First call?
