I could be wrong, but my guess would be that it would keep the user listening to something, automatically answer the callback without the user realising, then connect to the ringing tone etc, thus appearing to be a more normal type of call.
In similar vein, there are callthrough applications that some providers offer, which almost hide or reduce the trouble of the callthrough process. They detect that for example a foreign number is being dialled, grab it, call the access number, then dial the destination and any other appended character required, for example #.
