It's more expensive than the international cards offers. I checked United Mobile
United Mobile - Rates & Coverage - Low rates for calls and internet worldwide. and also Telestia
Passport SIM Card by Telestial, and they are really much lower than the Brazilian prepaid call rates.
It would be feasible originate calls from Brazil using an international number (international SIM) and keeping a prepaid mobile just to receive local calls
