There are loads, or you can set things up yourself using a DID number and VoIP account from different providers if you wish

Also, plenty of firms are introducing similar applications which automatically do int'l calls as you describe, dialling first their access number then the destination.

For example the Betamax brands have lowcaller for Symbian phones - as I say, it's an automated callthrough, not a VoIP application in itself
