Vodafone Germany has smaller top-ups available to management (2.50 and possibly others) and you might be able to get one of these by asking at a store. Voda once gave me 5 euro credit as part of a promotion, and the manager added it to my account with two 2.50 topups. (And, of course, you can top up with any small amount using bank transfer.) However, 15 is the smallest that's currently available. It used to be worse: Back in the DM days, the smallest Vodafone topup was 50 marks -- or about 25 euros.
