She has to swith bands or manually select bands (900/1800) first. After that if the phone does not find any networks, it may be on manual selection, then she has to manualy select one or change it to auto.
As for getting thet weird message wen calling UM+, it's no telling what message you will get sometimes with these international cards. Most of the time it will connect, however sometimes, depending on the country, what network one is roamin on, you can either get a busy signal, no signal at all, or even a network message that the number does not exist. Just retry the call!
