I've not yet been in Egypt, but a friend of mine. He told me, that egyption networks are mostly overloaded. He bought a egyptian Vodafone card and even this card was many times "not available"
I think, it could be difficult to depend on one SIM only in this case.
Call-Back-Roaming SIM Cards have a principle problem. The carrier cannot sell them his own (expensive) minutes, but only gets revenue from the incoming legs. So outgoing calls can be a kind of lottery there.
The alternative could be ... Iridium (Satellite Phone) but this is not cheap at all.
