What do you mean by "larger operators"? "Multinational" ones like Voda, T-Mo, Orange or O2?
After all, they could "block" international sim cards even now but it's a niche market after all - no real danger to them

. Moreover, international sim cards except for Travelsim and the latest UK products like Xfone or VoiceSIM are basically non-EU ones...
