In Belgium we are used to that because we 3 official languages (Dutch, French, German), besides English, what is understood well by businesspeople and the younger generation but not by all the people above (lets say) 40-50 years of age...
So people who use it for leisure, might benefit from this.
The 3 carriers (Base, Mobistar and Proximus) have the possibility to select a language, so it's technically possible.

Actually, United Mobile has always had the ability to use either German or English as I remember.
It's a pet peeve of mine with local sims although I understand its my limited English centric view point of the world
they should all allow the use of English, which like it or not today is the world's most international language, for voice prompt. At least all the UK, Irish, Jerrsey prepaids do allow English....it is a question I always ask and try to figure out. Most of the large Dutch companies allow English to the best of my knowledge...after a long struggle, about two years ago, I was able to get my vodafone.de prompts in English, Orange FR used to allow English prompts but that has been withdrawn, I think TIM in Italy does although I can't figure out how to set it up! (They should make the way to set up English voicemail and phone prompts very clear in the documentation if it exists).
But your English seems very good and I think almost all the internatinal cards I know of (Estonian, Icelandic) do allow English prompts and give it as an option up front.
