The Zero Confini is something like the Passport option of Vodafone. You always pay the first minute (from 1 to 6 euros depending on the zone) and then you have a "local" fee, but I think it's only for calling back to Italy (I have to check on the website).
I hope they can activate the card, it would have been much better if you bought the card here in Itali, there could be problems with registration...
