TIM Activation in France; Zero Borders -

I am spending 3 weeks in Europe, most of the time in Italy. I am landing first in Paris where I am spending 5 days. I bought a TIM card on ebay for a small premium over the cost in Italy.
1) Can I activate the card when I land in Paris, and use it there?
2) I saw on the TIM website (in Italian) an offer called Zero Borders, that appears to have no roaming charges in neighboring EU countries, including France. However, the web translators (Altavista) did not completely clarify this.
Is this service good for my purposes, and can I activate it on the web before going to Europe on June 24.
