You don't pay the connection charge if you are not connected, so that's not the point. Users don't pay attention to this, that's the reason. In Italy users didn't pay attention to the "recharge costs" as well, at least till a couple of months ago; most of them didn't know you could avoid them using Wind too. Italian mobile market is very unmature even if it's incredibly rich... or probably it's incredibly rich just because people are so unmature....

Usually you can choose between 2 plans:
- 10/15 cent/min (with 16/19 cent of setup fee and 30/30 or minute billing)
- 19/24 cent/min (with 1/1 billing, no setup fee)
Most people choose ther first because it looks cheaper. The operator 3 even doesn't offer any plan with no setup fee and per second billing...
