The operator has problems with building masts necessary to put transmission equipment. The reason: it takes too long to get permission to build a mast. P4 wants to have 1,500 masts but has permissions to build only 36 of them. However, the Parliament approved of a bill several days ago, which will make the environmental regulations ? the source of P4 problems - much easier.

Some additions:
In fact, P4 could start even now since thay have the national roaming agreement with Plus. But this would be, from the practical point of view, just a GSM MVNO whereas P4 is intended to be a 3G above all

(they have 3G license only).
Another problem might be related with trials about legality of frequency assignments for P4. The "Big Three" sues the regulatory office UKE for "formal errors".
Ms Anna Streżyńska, the head of UKE, is one of very few persons in the Polish central administration without any symptoms of a mental disease :P, so as long as she has her job, P4 has strong official support and we can be at least a little optimistic about the future :unsure:
