I don't think if it is 10 times more. My brother who is working in UK, informed me on 20th Aug that 084x numbers which were charged like national calls (5p/min on weekends or so) now are charged 15p 24/7. I mentioned about this fact here:

My brother decided to turn on International Bolt-on for 4.99 GBP and he pays 7p to Polish landlines now.
In fact, it has been a kind of "sensational" news in Polish mass-media in the recent time. My mum heard about it on TV last week. Because of those cheap rates to 084x numbers, resulting in cheap weekend calls to Polish landlines, O2 has been so far the most popular prepaid SIM among thousands of Poles living in UK. I'm afraid very few of them might have known about International Bolt-on or Mobile World :unsure:
