If I am reading this correctly, I get a significantly better deal using an Italian data SIM (with the roaming fee paid) for data in France than any of the French offerings. Am I wrong?

I would think that the best way to stop the SIM from being inserted in other devices was to tie it to the IMEI of the iPad series of devices. All you would need is a cheap plastic SIM sized adapter...
