Base is at 1.5 or 3 Euro/MB (depending on country) but charging by 1kb increment.

1 Euro per Megabyte is quite a tough goal, however you can have a look at Base Belgium or Telenor. To reach this 1 Euro per MB your trackers have to be configurable regarding the operator selection....

Regarding coverage i would concider to buy a Telsta NextG kit. The NextG coverage (UMTS on 850MHz) is way beyond all other networks... I dont know how long these cards are valid though.
