Buying a PAYG USB Data Stick In Portugul

Can anyone tell me how easy or difficult it is to buy a PAYG USB Data Stick in Portugul?

A few years ago I puchased a PAYT sim card without any problems but I understand like Italy and Spain they have tightened up security due to terrorism acts.

Any advice also which is the best/cheapest?
