I'm not sure if this company has been covered or not, but they offer some interest rental sim cards:

RebelFone provide international Cell phone rental & SIM card for Europe and rest of the World

They actually loan you a contract SIM card for a given country (reserved against a credit card) and bill you by the minute. They have India (temporarily out of stock) and Russia which are countries which have some hassles in buying prepaid SIMs for. Now, if they had an option for Japan.
