I know this is a late reply but I was in RJ in June/July and managed to get a local friend, who has a CPF number, to obtain a prepaid SIM on Claro. Data cost me R$51.00 per 7 days from memory. Not all of the Claro shops know about it. I had to ring up Claro Customer Service to add the service once I had charged up enough credit. I had tried Vivo prior but after 2 days of waiting for the SIM to activate, we returned it and gave up with them. TIM and Oi weren't very helpful. Claro have a free phone customer service number which you can call from within Brazil and they speak English.
