Looking for less expensive way to call a UK mobile

From what I can see it costs about 15 to 20 cents to call a UK (or EU) mobile phone from the US. That includes Google, Skype, etc.

Anyone know of a service to use from the US to call a UK or EU mobile for around 10 cents a minute?
