Sure. I think there are two or three carriers. Here's the list from GSMWorld. I know a lot of American military go to Kuwait and get prepaid service there.

Arabs are hooked to the fanciest latest mobiles. It's an extremely common site in malls across the middle east seeing a bunch of guys together out for a stroll, each with a mobile stuck to their faces (probably chatting to their wives) ;-)

There is quite a selection of offers for prepaids in Kuwait and other GCC countries. When you are there just walk into any of the malls and you are bound to find a shop or three.
