Geodessa Announces a Dual IMSI SIM
 

It sounds like Geodessa is offering a very similar package to United-Mobile allowing cheap roaming in the US. As others have pointed out, the prices are still higher than standard US prepaids. They don't have the 19 euro cent charge, but apparently the annual charge is assessed regardless of suage.
