I would recommend one of the low-end Nokia phones (e.g. Nokia 1200). They have a monochrome display, good audio quality and the battery lasts forever. They are sold new here for less than 30 Euro (45$).

Any cheapo Nokia or Moto that has the 900/1800 bands will do. The Moto V195 is quite nice for a basic quadband. Just make sure it's on automatic band selections. I am almost certain that was the problem with the V66. It does not have automatic band selection and it has to be done manually. It was probably set to 1900 and they forgot or did not know that had to manually select the appropriate bands for europe under network/band selection.

I have yet to encounter a GSM phone that caused problems. Mostly when there are problems it's due to the SIM or the network authentication and roaming agreements. Sometimes maybe the battery.
