I have never heard of CAMEL roaming.  Do you have a link or some other definition?  Is CAMEL a company or service? 
 
Also, I am not quite sure what you mean by "roaming callback"? 
 
When you roam (use your home country's SIM/phone in another country), some providers do not allow you to call the number DIRECTLY.  Instead you must use a callback method.  Some time ago that was indeed the case with T-Mobile Germany SIMs for call placed in the United States.  However, since then, one can dial any number directly using a German T-Mobile SIM in the US. 
 
In general, calls placed (and received) from a country (received while you are in a foreign country) are billed at higher rates than calls made from the home country.
