According to the IHT, EU regulators are seeking fines against Vodafone for excessive roaming fees. Other carriers are also under investigation.

Given the speed that this is going at, I think several parties have grounds for complaint.

The networks can argue that they are dropping charges [at last!], and that these cases are out of date and too slow.

The customers can complain that if the EU was working faster than this, then roaming charges would have been lower already, perhaps preventing the increases of the last 3 or 5 years.
