Yeah, I agree with Triband... anyway it's not very clear... Wind has 1 eur/min tariffs in Zone 1 (most Europe), so they should lower to 0.50? That would be a decent start... anyway they'll start from October, while when they doubled the tariffs, years ago, they changed them in spring... that means 2 summers at higher rates!

First of all, Stan didn't mention the announcement is about wholesale rates (as it was stated in Polish versions of the announcement, "Gro?handel" on the Teltarif website is about it, I guess) , and probably excluding VAT.
Continuing, what rates are really under consideration? Incoming, outgoing to the roaming country, outgoing to the home country, outgoing to third country, outgoing tolandlines or mobiles? What about prepaid roaming, especially callback based, which requires connecting via home country? How about debiting and setup fees? I think that there are many possible questions to be asked and no answers yet :unsure:

And why no :voda: and O2 in this agreement :P ?

TRUE, I did not give a thorough review or translation.

Since the first sign of relief IF ANY is scheduled for October, I added the note about keeping our international cards.

AND it is quite true that the article contains FEW IF ANY SPECIFICS as to what rates, if any, MIGHT be lowered.

IF (big IF), the EU or other regulatory bodies are doing their job properly, they should NOT be fooled by such statements and reports.

I think we will have to wait and see and as always continue to find ways to beat the unnecessarily high cost of calling and being called while roaming.

If UM and others can do it for less, why can't the big boys?
