I was curious to see where in Europe MVNOs are available, where not, and to list the ones with prepaid offers. Maybe you can help me to keep the list updated.

Interesting effort!

A suggestion. In Greece there is actually one network that might be classified as MVNO and that is Q telecom. They use the vodafone network for most part of Greece although they show some coverage in the capital (Athens) and some parts os Thessaloniki (second largest city).

Yes, true, Q-Telecom is almost a MVNO, but they have a license and some network, even if so little... quite a strange operator...

Yeah, I know that site, but there are several mistakes, dead operators, MVNEs and postpaid-only MVNOs, so I wanted to write a list with virtual operators offering prepaid cards in EU.

edit - actually, apologies as it appears that BT only have monthly postpaid accounts now - either they always did and my memory is defective, or they ceased prepaid - probably the former as it would go on the monthly landline bill

In UK, BT Mobile has been an mvno on 3 different networks now

When British Telecom still owned O2, then it was natural that they would market mobile deals to their landline customers. When O2 was floated off separately on the stock market, they eventually drifted apart to the point where BT signed mvno deals elsewhere

But even then, private and business BT customers were on different networks to begin with. Home customers were on T-mobile. Then BT signed a deal with Vodafone for corporate customers, then in Jan last year agreed to migrate the personal ones there too.

It isn't only available to BT customers, but sold separately as well.

They recently launched so-called Fusion phones, which are GSM and landline hybrid tariff, maybe later using wi-fi and broadband/VoIP at home I think, or a cheap interim homezone tariff (not sure which)

Can't get links at the moment, as some of their site is offline - only the national network!

Thanks - yes I had the links but didn't post them yet in case they had changed - they were offline an hour ago

edit - as I've put in the above post, maybe my memory was defective about them ever having prepaid, so really this shouldn't be on there anyway

I don't have a link but I was reading somewhere the other day that by the end of 2005 Q Telecom had 50% population coverage as specified as one of the conditions of being granted a license.

Ventelo UK they appear to merely be a company offering vodafone contracts for corporate pay monthly customers.

Areeba in Cyprus, also uses Cytamobile network in outlaying areas. Their own network works only in major cities. For the rest of the country it has roaming agreement.

They're still a real network... GSMworld listed them http://www.gsmworld.com/roaming/gsminfo/net_griq.shtml and their customer were 982.744 (december 2004). Not bad!

Company Profile

Q-TELECOM, initially a division of Info-Quest, is the first, Greek private integrated Operator which aims to provide combined services of mobile/fixed telephony and Internet. Focusing its commercial activities in the large urban centers, Q-TELECOM develops a second-generation mobile telephony network, with the installation of Base Stations as well as a broadband Fixed Wireless Access network, point-to-multipoint, operating at 3.5 GHz range. Q-TELECOM is a pioneer in the Greek market by offering, from the beginning of its launch, combined services of mobile telephony with the prefix 699 (prepaid and postpaid), SMS and fixed telephony via the Carrier Selection Code 1765. Q-TELECOM differentiates itself by providing customized services, per second billing from the first second of the call, elimination of set-up fees, mobile number selection, preferential rates with Q-Family, the lowest tarrif for SMS from the first SMS, added value services, etc.

Mobile Telephony

Q-telecom has developed a GSM network in the 1800 band and currently covers three main urban areas of the country Athens, Thessaloniki and Larissa. The company also has a roaming agreement and covers the rest of Greece through the network of Vodafone Greece. The charges are the same for users using Q-telecoms own network (network code 202-09, network ID GR Q-TELCOM) or Vodafone's network. The company should have a 50% population coverage by the end of 2006 as it is obliged to do so by the law but it is expected that this threshold will be reached earlier and that the company's network will continue to expand beyond 50%.

Q-telecom has innovative tarrifs billing by the second with no minimum charges per call and no monthly fees both for prepaid and postpaid customers. This means that a postpaid customer will not receive a bill if he hasn't made any calls during the month. Q-telecom is as of today the cheapest prepaid mobile phone provider in Greece (compared to other companies' prices) and often makes special offers to its customers (like a 1 eurocent per message charge for messages to other Q-telecom mobile in June 2005 and 3,5 eurocents per message to all local and international destinations until September 2005). The Q1 (Q-telecom's postpaid solution) with no monthly fees and no minimum call charges is

suitable for those who speak about 70 minutes per month. Q1 users can use their mobile phone abroad taking adbantage of Q-telecom's roaming agreements with foreign networks.


Q-telecoms prefix in the Hellenic National Numbering Plan is 699 for mobile telephony. Number portability is available and another network's user can call 13822 from his mobile phone free of charge in order to get his mobile number transferred to Q-telecom.

The prepaid offer is offered as "Q card 1" and the postpaid program is called "Q1".



MMS, WAP, Value added services

The company started providing MMS in 2005 and its WAP portal and GPRS internet access solution is expected in the following months. Value added services like news, weather, ringtones, logos and others are provided through the voice-recognition enabled MyQ Voice Portal and the MyQ SIM menu.

Call notification service is also available (a service that notifies the user if he has received any calls while his phone was switched off or out of service). The Call Notification Service of Q-telecom's is innovative in the way that it can co-exist with the voicemail service.

Success story

Q-telecom is considered to be a success story as it is probably the only fourth mobile operator in Europe, having entered the Greek market only in 2002, that has gained an accountable market share in just 3 years of operation. Q-telecom hopes to have one million subscribers by the end of 2005.

The company marks high subscriber addition rates in its results for consecutive quarters and has managed to pass into profitability in just two and a half years following strictly its initial business plan and forecasts.

The company has recently gained interest for a share acquistition by international investors and the company has recently announced that talks are currently under way and possible results should be expected by September 2005.

we forgot TMS, San Marino ( http://www.tms.sm ). This is NOT a real MVNO, but they use the infrastructure of TIM for their customer. It's a quite strange operator, RSM's Governiement has a special commercial agreement with TIM for a different taxation (and tariff plan) for RSM citizens. Only postpaid service. They use 2 series of Tim business numbers (335.733xxxx and 335.734xxxx) with italian international prefix (+39) and not their (+378).

Well, San Marino is NOT in European Union but Tim yes... :P
