Either way, 5cents a minute to Poland is pretty neat - the cheapest call-by-call providers in Germany usually charge about 1.4 cents, so this is an excellent rate for a mobile.

I think that the journalists don't decide about the target groups - they just observe the state of the world, at least in this case :).

5 cents/min to Poland landlines is really good especially if to consider that the cheapest Polish mobile-to-landline no-packet rate is 0.24 PLN/min (Sami Swoi, over 6 cents/min - but of course it's 1/1 no setup fee so it's not necessarily more expensive than Blauworld).

Another intersinting thing that the rate to Russian mobiles is the same as to landlines. Haven't they noticed that Russian is a CPP country :)?

most providers here charge the same rate for russia landline and mobile -- or even the mobile is cheaper than the landline. Maybe the russian operators are not that money thursty than the west europeans.

Well, last time BlauWorld reduced its rates (lower rates to several countries and 9 cents to Western Europe and North America) I recall a couple of articles along the lines of "Calls to Turkey now cheaper."

I doubt that, as roaming in Russia was for many years the most expensive thing you could do with your phone (local calls $6 per minute with North West GSM). Lack of competition, not specifically thirst for money, is the most usual explanation for high prices.

I'm not sure why it would be the same price, though. Perhaps foreign calls to mobiles avoid paying high interconnect fees to a state communications monopoly that offsets the CPP difference?

New E-Plus pseudo-prepaid, 10 cents per minute

The new tariff is called "Zehnsation" ("Tensation") and costs 10 cents per minute to all networks. It's being marketed as a prepaid, but is really a 2-year contract with no line rental fees but a minimum usage of 10 euros per month. Nevertheless, the 10-cent cost to call other mobile networks is quite impressive, and the media are suggesting it might lead to further price reductions.
