From all the italian fixed/mobile networks the number is ok.
I just discovered that Tariffic by woopla with iphone application, can reach the numbers +3199xxxxxxx
But it is not voip usable from computer without phone.

How much do the Italian networks charge to this number per minute?

Wind mobile in Greece connects to this number but at 0.9 euros/min

my o2 contract SIM also connects to this number. As there are no special rates defined it will cost 29ct/min (can only see on the bill next month), but voice quality was very poor

The iphone Tarrific application charge 0,334 / minute
