they have the same approach in Thailand:

you can either dial +1xxxx via your own provider or choose

001-1xxxx
003-1xxxx
007-1xxxxx
etc
for several long distance providers.

So you can reduce rates from something like 30 thb/min to 1 thb/min when calling back home on holidays...

What the Finns have actually is pretty common in many countries and doesn't really belong in the linked Wikipedia article as it is not an international call prefix but a prefix for carrier selection which is common in many countries, such as Austria, Germany (called "Call by Call"), Japan ("Myline") and the UK ("Indirect Access"). However there are some differences as to from which networks/operators and to which call destinations this is accessible. In Germany "Call by Call" is only available on Deutsche Telekom landlines but it can even be used for local calls while in Finnland you can use those dial around services on all networks but only for long distance calls.
