UM officially acknowledges that it's impossible to send SMSes below 3 EUR credit. Unofficially, it's known that incoming calls stop working even in "free incoming" countries below 1 EUR.
But I can see no reason for blocking outgoing calls at 5 EUR credit since it's enough to call from any country in the world for at least one minute.
